Buying PCREE testing through a purchasing office? This free packet gives you language you can paste straight into an RFQ, RFP or purchase request: a scope of work, pass/fail vendor requirements, the documentation package to require, an evaluation matrix and a pricing format. It is written for nursing homes, so it asks for what Life Safety Code surveyors actually check.

Who it is forWhy procurement is different
County and municipal nursing homesPurchases often need a written scope, quotes from more than one vendor, and board or purchasing approval.
State veterans homesVendors may need to register in the state vendor system before a purchase order can be issued.
Health-system post-acute and continuing-care divisionsBiomedical or clinical engineering may own hospital equipment, while skilled nursing units buy PCREE testing separately.
Multi-facility operatorsA single scope and pricing format keeps results comparable across buildings and vendors.

What is in the packet

  1. Scope of work template with blanks for buildings, CCNs, bed counts, device estimates and dates.
  2. Minimum vendor requirements (pass/fail) and the evidence to ask for: analyzer calibration certificate, sample report, insurance and references.
  3. Required deliverables: the documentation package that holds up at survey, including measured ground resistance and leakage current for every device.
  4. Evaluation matrix with suggested weights.
  5. Pricing format so bids compare line by line (per device, per visit, re-test, travel).
  6. Vendor paperwork checklist: W-9, certificate of insurance, vendor registration and references.

Why the scope matters: 9.3% of U.S. nursing homes were cited under K921 from October 2023 through September 2026, and 76% of those citations were rated widespread. Most of those buildings had a vendor. The gap was usually a scope that didn’t require device-level measured values, a complete inventory or a failed-device log.

Frequently Asked Questions

Can we copy the scope of work into our own RFQ?
Yes. The packet is free to copy and adapt. Replace the blanks with your buildings, bed counts and dates.
Does PCREE testing require a business associate agreement?
Usually not. PCREE testing does not normally involve access to protected health information. Follow your organization’s policy if your procurement office requires one for every on-site vendor.
What insurance should we require?
Most organizations require general liability coverage of at least $1 million per occurrence, plus workers’ compensation where state law requires it. Use your organization’s standard limits.
Is receptacle testing included in PCREE testing?
Not by default. Receptacle testing at patient bed locations is a separate requirement (K914). The pricing format in the packet includes it as an optional line so you can buy both at once.
